IBA Decision Made!

At their meeting on 1st November 2016 the County Council’s Planning Committee turned down the application to construct and operate an incinerator bottom ash (IBA) recycling facility accepting 120,000 tonnes pa along with ancillary / welfare facilities and operation of mobile equipment at Sandy Lane Quarry, Wildmoor.

Their reasons for refusal were:

  1. The proposal is considered to be inappropriate and accordingly harmful to the Green Belt contrary to Section 9 (Protecting Green Belt land) of the National Planning Policy Framework, Policy WCS 13 of the adopted Worcestershire Waste Core strategy, Policies DS1, DS2 and DS13 of the adopted Bromsgrove District Local Plan, and Policy BDP4 of the draft Bromsgrove District Local Plan in relation to development within the Green Belt.
  2. The proposal is considered to be in an unacceptable location contrary to Policy WCS 6 of the adopted Worcestershire Waste Core Strategy.
  3. The proposal is considered to have an unacceptable impact upon the open countryside contrary to a core principle of the National Planning Policy Framework as set out at paragraph 17 bullet point 5 and Policy WCS 12 of the adopted Worcestershire Waste Core Strategy.

IBA Decision Time! Tuesday 1st November at County Hall

The County Council’s Planning and Regulatory committee will be meeting on Tuesday 1st November to consider the application submitted by Ballast Phoenix to operate an Incinerator Bottom Ash recycling facility at the Veolia site on Sandy Lane (quarry near to StoneyBridge island).  Along with many others Bournheath PC has campaigned against this application on the grounds of inappropriate development in the Green Belt and the nuisance it would generate to residents such as extra traffic, noise, dust and the potential threat to the aquifer under the site.

The meeting is at County Hall and starts at 10am – best to arrive early as there might be quite a crowd!

Extraordinary meeting called for 1st September

The Parish Council will meet for an unscheduled meeting on Thursday 1st September to discuss comments to two recently notified planning applications.  The applications are:

  1. ref. no 16/0751: The conversion of redundant stables to dwelling at 23 Mount Road
  2. ref. no 16/0593: Proposed stables and change of use of land to equestrian at Valley Lodge, Valley Road

The meeting that, as with all parish council meetings, is open to the public, will be at Bournheath Village Community Centre and will start at 7.30pm.

Audit completed

The annual audit of the parish council’s financial affairs for the 2015/16 financial year has been completed by Grant Thornton.  The completion notice is attached here along with a copy of the Annual Return.

Cllr Brian Lodge

The death has been announced of Brian Lodge.  Brian was a member of the very first meeting of Bournheath Parish Council on 13th May 1993 and has continuously served the community as a parish councillor for the last twenty-three years.  Brian’s wealth of experience and good humour will be missed by all.

Quality Award presented at Annual Meeting

John Duddington, the chairman of the Worcestershire accreditation panel for the Local Council Award Scheme, attended the Bournheath Parish Annual meeting on Wednesday 25th May where he presented the Quality certificate to the council’s Chairman, Cllr Karen May.

He congratulated the parish council on achieving the Quality Award which recognises that Bournheath parish council meets the high standards set by the parish and town council sector and in particular publishes information in accordance with government requirements, and along with policies and annual reports seeks to encourage participation within the parish.

Incinerator Bottom Ash plans for Veolia site, Sandy Lane

Bournheath Parish Council will be objecting to the plans to install a facility to construct and operate an Incinerator Bottom Ash recycling facility accepting 120,000 tonnes pa along with ancillary / welfare facilities and operation of mobile equipment on site at Sandy Lane quarry, Fairfield B61 0QT.

Worcestershire County Council will be deciding whether to grant permission and have advised they would like to receive all comments relating to the scheme by 15th July 2016.  Residents are urged to submit comments.

New councillor co-opted

At the parish council meeting held on 26th April members unanimously agreed to co-opt Bournheath resident Jayne Warwood to fill the vacancy created when John Cross resigned earlier in the year.  The Parish Council is grateful to John for his contributions since May 2015 and welcomes Jayne to the authority.

Audit date announced

The date of the annual audit – the period during which electors may view the accounts – has been announced. Starting Friday 3rd June the audit will cover the 30-working day period to Thursday 14th July.  If any person is interested in viewing the parish council’s accounts please contact the clerk to arrange a visit.  A copy of the Annual Return for the financial year ending 31/03/2016 is available on this site under the Documents tab, click ‘Finance’ where you will find “2015-16 Annual Return, all papers”.
